Planning board backs change to Community Facility district to allow residential and commercial uses at City Hall site

The Planning and Zoning Board on May 12 recommended forwarding amendments to the City Commission that would modify the Community Facility (CF) zoning district to allow certain residential and commercial uses on CF‑zoned parcels that have a Regional Activity Center future land use designation. Staff said the change would permit multifamily dwellings (when the future land use allows residential density), offices, public parking, restaurants and accessory retail/services associated with multifamily developments; it would also clarify where crematoriums are permitted as accessory uses to cemeteries.
Staff explained that the CF district currently restricts uses and that the proposed amendment would allow the City Commission to approve reductions in minimum setbacks and to authorize increased maximum building height consistent with the RAC future land use within 1,000 feet of a CF parcel. The presentation included maps of CF parcels that could be affected, notably the City Hall site, and staff recommended forwarding the amendment to the City Commission for transmittal.
During Q&A, board members asked about crematorium language and staff said the code was silent and the amendment would explicitly locate crematoriums with cemetery uses. The board also discussed whether the city’s Live Local housing obligations could affect future development; staff said most of the affected parcels are city‑controlled so impacts would be limited but flagged that Live Local implications depend on the nature of future projects.
The board moved, seconded and unanimously recommended approval of the CF‑district amendment and forwarded the recommendation to the City Commission.
