Commission hears budget update, public-art funding proposal and status of multiple projects

Parks Director Dave Janz updated the Cultural & Fine Arts Commission on the city budget process and several public-art projects and funding questions.
Janz said staff completed internal budget work earlier in the year, presented proposals to the finance committee in April and May, and brought a full proposed budget to a May 27 council workshop. He said the council will consider adoption at its June 17 meeting and that the council has included arts among its guiding goals.
On funding, Janz explained existing municipal-code language that requires a valuation-based public-art contribution for public development projects and described a proposal discussed at council to add a 1% valuation requirement for commercial and multifamily development projects over $250,000. "For the most part... based on Sonoma's municipal code... there is a 1% valuation of that project, which is to be donated to the general art fund," Janz said. He emphasized that the municipal code would need to be updated for enforceability and that project types will determine revenue potential.
Janz also reported the public-art fund balance: "we have a balance of approximately 97,000 in the public art fund," and said staff can provide a cost breakdown for any specific installation or transport question.
Staff provided updates on ongoing projects: a Plaza Park public piano is close to rollout and will include signage and parameters for public use; utility-box wraps approved by council are pending Caltrans sign-off with installation expected in June; Olsen Park design revisions are more than 90% complete and the park project is expected to go to construction bid this summer with mural planning running in parallel; and the Sonoma Valley Museum of Art projection project remains on track for the summer of 2027.
Commissioners asked about ad-hoc membership on the Olsen Park mural effort, stipends to selected artists (some of which have been delayed), and whether projects could incorporate QR codes or AutoCast audio so visitors can hear artists describe their work. Staff said they will verify ad-hoc membership, distribute stipends promptly as production allows, and explore interactive interpretive elements for installations.
The commission closed the meeting after brief reports on upcoming events, a commissioner resignation and vacancy, and logistics for July 4 programming.
