Ryan, a member of city planning staff, told the board the first request would rezone 310 Stratford Road and 1000 New Bridge Street to Downtown Business. "This would kind of be the book end of New Bridge Street coming into the downtown area," Ryan said, noting a previously abandoned alley and minor lot-line adjustments. Staff recommended the map amendment as consistent with the CAMA land use plan and advised the item will be heard at a July 21 public hearing at council, with mail notices, newspaper posting and signs placed on the property.
After a brief board discussion, a member moved and the board voted verbally to recommend approval based on the staff findings (A'through'J). No opposition was announced.
The board then considered a separate staff-initiated request to rezone 2820 Richlands Highway (tax map ID 331-48) from Residential Single-Family 20 to Corridor Commercial. Ryan described recent commercial development nearby and DOT right-of-way work that underpin the request, and said the proposed map amendment is consistent with the CAMA land use plan.
Before the Richlands vote, board member Matt announced a conflict and recusal, saying he had "a client interested in a vested interest in the property." The board moved to accept Matt's recusal. Another member then moved to recommend approval of the Richlands Highway rezoning based on the staff findings; the motion was seconded and the board voted in favor by voice with no recorded opposition.
What happens next: both map amendments were recommended to the City Council for public hearings; staff said council will schedule the public hearings and publish required notices. The board did not record roll-call tallies in the transcript beyond vocal "aye" responses, and the official record of votes and the council hearing dates will appear in the City Council agenda packet.
