Yucaipa keeps residential trash rates flat; modest commercial increases approved

The Yucaipa City Council adopted new solid-waste rates June 8 that keep residential barrel service prices unchanged for the coming year while authorizing modest increases for common commercial and multifamily services.
Michael Huffman of BERT Waste Industries presented the annual operations report and explained the rate-adjustment calculations. Staff said the operator-fee component rose 2.95 percent (90 percent of the CPI change for the area) and that disposal, organics-processing and recycling costs also factor into the per-ton calculations. Because the county's new waste-disposal agreement (WDA) will reduce the tipping-fee component, residential impacts were mitigated.
Council Member Miller moved adoption of the ad-hoc committee recommendation (option four), which keeps single-family residential 60-, 30- and 15-gallon rates unchanged and applies modest percentage increases to selected commercial and multifamily bin services. Council voted by roll call after closing the public hearing; the motion included an amendment allowing staff to update the resolution exhibits once the county WDA is ratified.
Huffman noted trends behind the request: residential recycling participation rose, bulky-item tonnage increased significantly, sharps-collection frequency has been expanded and construction/demolition tonnage rose about 25 percent. Staff also noted ongoing compliance work related to Senate Bill 1383 (organic-waste recycling) and outreach efforts.
Action: Council approved a resolution adopting solid-waste service rates for FY 2026-27 that hold residential single-family barrel rates flat, adopt modest commercial/multifamily adjustments, and authorize staff to update exhibits once the county WDA is finalized.
