The New Hanover County Schools Policy Committee voted 3–0 to accept NCSBA-recommended edits to several district policies and to forward the revised versions to the full board.
The committee adopted changes to Policy 4318, which addresses whistleblower and related reporting language. Committee members and the district attorney discussed wording to ensure the policy would not be read as restricting good-faith reporting of misconduct. "It it might be misconstrued as restricting somebody's ability to... record bullying or something like that," the board attorney, Mr. Blanchard, said; members responded by adding clarifying preamble language. Dr. Merrick told the live feed audience the preamble makes clear the policy "is not intended to prohibit, limit or restrict good faith reporting of misconduct or any other legally protected reporting activities." The motion to accept both sets of changes to 4318 passed 3–0.
The committee also reviewed and approved editorial and legally required reference updates to an electronically stored information (ESI) retention policy (5071-7351), and approved clarifying edits to Policy 7130 (licensure/permits language). Committee members said the ESI item involved mostly editorial revisions and that the legal citations at the end of the policy are required. A motion to forward those policies to the full board passed 3–0.
