Commission directs RFQ for North and South City Beach activation; orders more study and design options for neighborhood lift-station screening

The commission gave staff direction to pursue multiple tracks to activate both North City Beach and South City Beach properties and to issue an RFQ/RFP that allows proposals for either or both properties.
City Manager Dr. Earl said negotiations are ongoing with a private operator for North City Beach and that returning parking to the facility would materially change the operator economics. In the interim the city will seek to activate both properties with events, fitness and music programming and pop-up food service while an RFQ/RFP is prepared and marketed. "We would go out to an RFP," the city manager said, adding that the documents can allow bidders to offer for one or both properties depending on their business plan.
Commissioner Butler urged broad outreach and combining the two properties when possible to increase operator interest; she also suggested adding beach amenities and marketing support. The motion the commission approved directed staff to proceed to RFQ/RFP and to hire an appropriate marketing/outsourcing firm to help publicize the opportunity; the motion passed 5–0.
Separately, commissioners spent substantial time on proposed designs to screen neighborhood lift stations. The commission debated three concept designs, focusing on whether full screening should be pursued or whether a landscaped design that preserves emergency access would be preferable. Mayor Cooper emphasized the desire for a screen that hides equipment, while staff and the city manager stressed that any screening must preserve 24/7 emergency access, generator placement and service vehicle access. The commission asked for additional design options from the consultant with clearer maintenance and access plans and discussed a policy option where the city maintains landscaping around lift stations versus homeowner opt-in responsibility.
Staff will return with revised lift-station concepts, a maintenance guideline and RFQ/RFP documents and marketing plans for the beach concession opportunity.
