City receives clean audit for FY2025; net position increases, federal single-audit compliant

The Hallandale Beach City Commission heard the highlights of the FY2025 Annual Comprehensive Financial Report (ACFR) and the independent audit on Wednesday.
Finance Director Geo Nesti said the city issued the ACFR within 180 days of the fiscal-year end — a milestone the department said had not been achieved in 16 years. The ACFR showed an increase in net position to about $303.6 million in 2025 from $241.0 million in 2024, Nesti said during the presentation.
Hermes Garzon of CBIZ, the city’s external auditor, summarized the independent-auditor’s report and told the commission the auditors issued an unmodified opinion: "we concluded that everything was fairly presented," he said, a clean opinion auditors and finance officials described as the report type the city seeks. Garzon also reported a federal single-audit covering federal awards (the city expended approximately $2.2 million in federal awards in 2025), selected the highway planning and construction program for testing (about $1.5 million) and found compliance with grant terms.
Garzon told the commission he found no reportable material weaknesses or significant deficiencies in internal control over financial reporting. The auditor’s report date was listed as March 27, 2026.
Commissioners thanked the finance team for the timely report and the auditors for their work. No formal action was required beyond acceptance and the department said the full ACFR and accompanying reports would remain available on the city’s website.
