Dubuque County staff say juvenile-detention budget unchanged as placements tick up

John McEnany of juvenile court services told the Board that the county’s budget request for juvenile services remains at $420,000 for the year, with roughly $300,000 earmarked for detention placements and about $80,000 for the building.
"Presently, I believe there are eight juveniles in detention as of this morning," McEnany said, noting placements have been higher than usual but that movement to qualified residential treatment and the state training school has been quicker than in prior years. He called the trends unpredictable and seasonally variable.
Supervisors discussed changes in 28E intergovernmental agreements with neighboring partners, including Central Iowa and North Iowa, and cautioned that membership-rate changes or nonmembership pricing could raise the county’s costs. One supervisor urged keeping the detention budget conservative to avoid midyear shortfalls if partner rates rise.
Stella, county staff, said the juvenile services budget was run against recent figures and that year-to-date spending was modest relative to the total appropriation. The board did not change the requested amount at the session but asked staff to monitor placement trends and partner-agreement terms as they finalize FY27 figures.
The juvenile services presentation was informational; no vote or formal action on the juvenile budget occurred during the work session.
