Board approves swap agreement to advance Farley library/community center project

Kelly Ludwig, Farley’s director of finance and development, described the project as a combined library and community center expected to serve Farley and surrounding Dubuque County neighborhoods along Highway 20. "When we talk about the community center side of it... it will be open to the entire community, and I hope that is the feel that we provide to everyone, not only members of the city of Farley, but our Highway 20 Corridor, Dubuque County," Ludwig said.
Laura Souser, director of the Dubuque County Library District, said the proposed space will quadruple Farley’s collection and programming capacity and make the library more accessible; she noted the library district is not seeking additional county per‑capita funding this year. City representatives said the CAC grant process requires a local match or contribution for the phase being applied for, and the board discussed appropriate county contributions and prior ARPA funds already provided for earlier phases.
After discussion about timing and whether to delay action until a later work session, supervisors voted to approve the swap agreement to allow Farley to move forward with state grant applications and local planning.
