Supervisors approve amended PC plan for Trappisteen Nuns on Abbey Hill Lane

Ben Kober, Dubuque County zoning administrator, told supervisors the Trappisteen Nuns amended planned complex application returns to staff because of ordinance amendments to PC approval procedures; staff recommended approval after the Zoning Commission’s unanimous December recommendation.
Kober said the project touches about 62 acres and will retain PC zoning while adding detailed site design for hermitages, a retreat house, visitor/gift shop space, chaplain quarters and limited agricultural acreage near the entrance. He estimated full‑time residents at roughly 17–18 and space for retreats that could add 5–10 temporary occupants.
Dave Schneider, project surveyor, told the board the amendment refines building locations and does not increase acreage or introduce new commercial uses beyond what the PC already anticipates. The board suspended the usual two‑meeting waiting requirement, adopted the amendment, directed the zoning administrator to update the official zoning map and ordered publication of the amendment in county newspapers as required by law.
The action was procedural and does not change the county’s zoning map acreage, Kober said; rather, it confirms and documents amendments to the existing PC plan complex.
