Selection committee names Thompson Consulting primary, Rostand Solutions secondary for disaster-response RFP

On April 15, 2026 the village selection committee voted 5–0 to name Thompson Consulting Services LLC the primary contractor and Rostand Solutions LLC the secondary contractor for RFP 012-226 DZ, the village’s disaster-related agreement and support services procurement.
Danielle Zimbreska, the village purchasing manager, told the committee the village received three proposals on April 2 from Rostand Solutions LLC, Tetra Tech Incorporated and Thompson Consulting Services LLC and had provided all proposals to committee members for independent review. "Qualifications and experience of the firm, 35 points; technical approach and methodology, 35 points; fees to perform the services, 30 points," Zimbreska said, describing the 100-point evaluation framework the committee used.
The committee discussed past use of existing contracts, with Zimbreska saying Thompson had been the only vendor actually deployed under prior agreements, including for responses to Milton and the earlier Ian event. Zimbreska also noted a vendor question in an addendum about whether hourly rates were required; she said vendors who submitted a price would have to honor that price if called upon.
Committee members completed and read their scores aloud, converted cardinal scores to ordinals, and totaled ordinal points. Zimbreska reported the final ordinal ranking: Thompson first (5 ordinal points), Rostand second (12 ordinal points), and Tetra Tech third (13 ordinal points). Elizabeth Roto, who introduced the motion, moved to approve the top two ranked firms as primary and secondary. The motion was seconded and, after a voice vote, Zimbreska said, "Motion passes 5 to 0." The committee then directed staff to proceed with Thompson as the primary awardee and Rostand as the secondary.
The meeting concluded immediately after the vote. Staff will carry out the next administrative steps for the award and contract execution according to village purchasing procedures.
