Jeff Clark, chair and CEO of Elevate ED and the Windgrove project lead, told the council the applicant will "commit to a minimum of a $10,000,000 scholarship program, specifically earmarked for Village of Wellington students," describing a need‑based program to be awarded over the school’s first five years and expected to benefit more than 100 students. Clark said scholarship awards would be renewable so long as recipients maintained academic and disciplinary standards and continued to demonstrate financial need.
Clark also described a memorandum of understanding that would provide Wellington residents and organizations access to some campus facilities for civic, cultural and youth programs. Staff recommended allowing a remote expert to testify and recommended conditions requiring the scholarship program details and the MOU to be finalized as conditions of approval. Following a short public comment period, councilmember motioned to approve the resolution "with the caveat that those things are going to be finalized as discussed here," and the measure passed by unanimous vote.
What this means: If the school is built and funds are deployed as described, local students would have a dedicated pool of need‑based aid tied to the new institution; Council asked for annual reporting to track awards and program deployment.
