Mount Vernon council adopts energy-aggregation resolutions and reclassifies key city positions

Council member Mr. Ruckman moved and the council adopted two companion resolutions authorizing the Knox County Commissioners to act as the purchasing agent and governmental aggregator for the city’s natural gas and electric power supply. "I would urge a yes vote," Council member Mr. Ruckman said before the roll call votes that recorded assent from members present.
The council recorded adoption of Resolution 2026-56 (natural gas) and Resolution 2026-57 (electric power). Mr. Sherman conducted the roll calls; members who verbally registered "yes" included Mr. Ruckman, Mrs. Hager, Mr. Miller, Mr. Severns and Mr. Jackman. Both resolutions were adopted without amendment.
Separately, the council adopted Ordinance 2026-16 on third reading, a personnel measure reclassifying exempt professional positions including the city inspector, human resources director and public works director. Council member Mr. Ruckman said the ordinance had been reviewed in committee; the ordinance passed by assent.
At the start of the session the council also approved a procedural motion to excuse two members, Mr. Maym and Mrs. Skener. The motion was moved and seconded and approved by voice vote.
What this means: The two energy-aggregation resolutions give the county authority to aggregate purchasing for Mount Vernon; the adopted personnel ordinance changes role classifications for specified exempt positions.
