On March 10 the Village of Wellington approved a package of measures to annex roughly 446 acres west of Seminole Pratt Whitney Road (Ordinance 2025-13), amend the comprehensive plan (Ord. 2026-04), rezone the property (Ord. 2026-05) and adopt a PUD master plan (Resolution R2026-02) to create the Artistry Lakes development. The motions passed by roll call votes recorded in the meeting and each passed unanimously (5-0).
Agent Ken Toome and consultant Brian Kelly explained changes since county approvals and answered council questions about access, emergency egress and the history of the site. Residents asked for additional emergency connectivity; consultants said creating an east-west emergency exit across private/powerline-encumbered land would be costly and logistically difficult and that a future Okeechobee Boulevard extension is the primary long-term solution for east-west connectivity.
A central negotiation point was workforce housing. Because the village is annexing the site (transitioning it from a county to a village project), the developer offered a cash contribution of $1,000,000 to be paid in installments tied to development milestones rather than building on-site workforce units. The council discussed how the funds might be allocated (housing rehabilitation, down-payment assistance or other programs similar to SHIP/CDBG or the village's previous Great Neighborhoods grants) and confirmed council discretion to allocate the funds in future budget actions.
Council accepted the developer's conditional offer of the $1,000,000 contribution and approved the annexation, comp plan amendment, rezoning and PUD master plan with amended conditions that include timelines for right-of-way dedication and other logistics. The motions were enacted on first or second readings as appropriate and each passed 5-0.
