Wellington Athletics operator briefs council on facility progress and field-access disputes; council asks staff for proposals

John Bostick, the operator of Wellington Sports Academy, briefed the Village Council on May 12 about construction progress, operational concerns and outstanding program and field-allocation issues tied to the new facility.

Bostick said the building received a certificate of occupancy on April 3 and described work still underway: concrete pours for additional space, wall wainscoting, locker-room partitions and ventilation fixes for steam/sauna areas, gym padding and delivery timing for equipment. He gave an estimated completion window of roughly three months for remaining interior work. "I see something like end of July, early August at the latest," Bostick told council.

Bostick also said the operator plans to have a management company in place by Oct. 1, though he told council he would prefer an earlier start. He discussed revenue streams that would support operations, including naming-rights negotiations; he said the operation is looking for agreements that allow the business to retain a meaningful share of sponsorship proceeds to remain financially viable.

Council members and Parks & Rec staff pressed on recurring issues the village and operator have experienced: parking conflicts during tournaments (an event in January that created complaints), how tournament scheduling is coordinated, where visitors may park during simultaneous events with the aquatic center, and public-access arrangements for a village-use basketball court required under the comprehensive agreement.

Staff described steps already taken: site maps are produced weekly and shared with organizers, a practice of reserving 64 adjacent spaces for the Sports Academy when needed, temporary use of auxiliary parking (MPC) and ongoing counting of actual use to refine allocations through summer. Staff said they will continue monitoring and that recent weekend events have shown improved coordination.

On field access, Bostick asked for dedicated multipurpose field space and suggested turfing Field 16 as an option. Staff reviewed alternatives that include filling a nearby reclaimed pond to gain turf area, converting existing fields as a stop-gap, or revising field rotations to create more usable turf area. Council noted competing demands from existing travel and recreational providers and asked staff to return with one or two concrete proposals that identify solutions and impacts.

Vice Mayor Antunia asked for a clear timeline: "I would really like to see a timeline on these issues," she said, noting that the briefing lacked specific completion dates. Bostick committed to provide a timeline and staff committed to draft proposals and to arrange a workshop to consider options in detail before the council’s next formal decision.

Council direction: staff was asked to bring back a problem-solution proposal (or two) and a recommended path for field allocation and possible turfing, with an initial workshop to vet operational details and security/parking plans. No formal vote on field allocation or turfing took place May 12.

The council indicated willingness to support the facility but emphasized that a workable plan must balance the needs of existing providers, village programming and resident access.

Next steps: staff and the operator will produce (a) a timeline for completion of outstanding construction items, (b) one or two concrete proposals for field access/parking, and (c) a workshop date to review proposals and provide council direction ahead of any vote.
