Wellington sets preliminary TRIM rates for solid waste, approves $325 curbside ceiling

The Wellington Village Council voted May 12 to set preliminary non-ad valorem assessment rates for solid waste and recycling for fiscal year 2027, establishing a $325-per-unit ceiling for curbside service and $240 per unit for containerized service.
Ms. Quickel, who presented the item, said the $325 curbside proposal is up $5 from the current rate and the $240 containerized rate is also up $5 — roughly a 2% increase in each category. "The primary driver is our solid waste collection contract with FCC, which permits an annual adjustment tied to the consumer price index," she said, citing a March 2026 CPI indicator of 4.74% and budgeting a 4.75% contract cost increase for FY2027.
Staff told council the preliminary solid-waste budget totals $8.1 million, an increase of about $260,000 (approximately 3%) over the current adopted budget. The presentation said the budget is balanced at the proposed rates and would add roughly $245,000 to fund balance rather than drawing reserves.
Council chair emphasized that today's action sets the TRIM notice ceiling only: "This sets the ceiling, and when we get back to discussing this in more detail, we can lower it, keep it the same. We just can't make it any higher," the chair said.
Council approved resolution R26-24 — adopting the preliminary rates for TRIM-notice purposes — by voice vote, 5–0. Staff noted the final assessment rates and budget will return to council at the required public hearing in August, at which the council retains flexibility to lower the rates but not raise them.
The presentation included projections and the contract-based rationale for the increase, and staff said they would return with final budget documents at the August public hearing.
