Council hears first reading of downtown B-1 ground-floor residential conversion changes

Council held a first reading on TA-26-4 (O2026-24), a Planning Commission‑initiated zoning text amendment to revise requirements for ground‑floor residential conversions in the Central Business B‑1 district.
David Stewart, presenting the amendment, said the change would carve out mapped commercial corridors so that properties originally built as single‑family or residential could return to residential use without requiring a conditional‑use permit, provided they are outside designated commercial corridors. "The idea is to create a few areas in the B1 zoning district where, if the structure was built as a single family originally ... it could go back to residential use without a CUP," Stewart said.
Councilors asked questions about map accuracy and staff said a parcel that appeared in error on the packet map would be removed before the next meeting. Stewart said the intent is to reduce the number of CUPs for customary residential conversions while retaining CUP requirements on active commercial corridors.
No vote was taken; the item remains at first reading and will return for further consideration and public hearings as the amendment proceeds through the formal process.
