Winchester City Council on June 9 approved Resolution R2026-31, authorizing an agreement among the City, the Economic Development Authority and 0 Pack Owner, LLC to grant a 15‑year tax abatement tied to the creation of workforce housing.
Jeff Bittner, who presented the item, told council the abatement applies only to the improved value of the property and that taxes will continue to be paid on the pre‑improvement baseline value. "The abatement is for the improved value. Taxes are still paid on the pre improved value," he said.
Council discussed a technical change proposed in finance about whether the abatement would run with the land or with the corporate entity; staff indicated the language was revised to address that point. A motion was made and seconded and the clerk called the roll; council approved the resolution on a voice/roll-call vote.
The measure grants a long-term incentive intended to encourage development of workforce housing on the 0 Pack site by lowering the tax burden on new improvements for a fixed period. No specific abatements amounts or the project’s expected unit count were presented during the item; council members said additional project-level details had been considered in earlier actions and that this step completes the city's formal agreement process.
The resolution took effect as approved by the council; no additional council action was required that evening.
