Pacific council adopts business-license model, revises utility tax code and OKs GIS purchase

Pacific's City Council met Aug. 11, 2025, and by unanimous votes adopted two ordinances changing the city's business licensing and utility-tax rules, approved a purchase agreement for mapping software, and administered the oath of office to a new police officer.
Mayor Kave called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance. Present were Council Members Helms, Petersen, Mayor Pro Tem Putnam and Mann; Council Members Boles, Katie Garberding and Council President Kerry Garberding were recorded absent and were excused by unanimous vote.
The council first considered AB25-125a, Ordinance 2025-2109, which amends Pacific Municipal Code Chapter 5.02.040 to adopt a business license model. Council Member Petersen moved to waive the second reading; Mayor Pro Tem Putnam seconded. The waiver and the subsequent motion to adopt the ordinance each passed on 4-0 roll-call votes (yes: Petersen, Putnam, Mann, Helms; no: none; absent: Boles, Katie Garberding, Kerry Garberding).
Council then took up AB25-126, Ordinance 2025-2110, amending Pacific Municipal Code Chapter 3.04 to incorporate a deduction for taxes held in trust under the utility business tax. Council Member Petersen moved to waive the second reading; Putnam seconded. Petersen then moved to adopt the ordinance and Putnam seconded; both motions passed on 4-0 roll-call votes.
On the consent agenda the council approved claims vouchers #61148 through #61208 (for July 29 through Aug. 11, 2025), payroll vouchers for July 4 through July 18, 2025 and payroll check #5934, and minutes from the July 28 regular meeting and July 28 workshop. The consent agenda also included AB25-124a, Resolution 2025-997, authorizing the mayor to enter into a purchase agreement with I.am.GIS Software; that resolution was adopted as part of the consent agenda in a 4-0 roll-call vote.
Mayor Kave administered the Oath of Office to Police Officer Shane Gibson during the meeting.
No items were listed under new business or final readings, and there were no audience comments. With no further business, Mayor Kave adjourned the meeting at 6:28 p.m.
The actions taken will be reflected in updated municipal code language for Chapters 5.02.040 and 3.04 and in the city's procurement records for the I.am.GIS purchase. The council did not record any substantive debate or amendments in the official minutes; votes on both ordinances and the consent agenda were unanimous among those present.
