Medina County commissioners approve water-main agreement, dozens of routine resolutions and $1.89M in weekly bills

The Medina County Board of Commissioners approved a series of routine resolutions Wednesday, including a cooperative agreement with the Ohio Water Development Authority for the Chipoa and Lake Road water-main replacement and a finance package that included multiple grants and weekly bills totaling $1,888,868.90.

Why it matters: The approvals keep county operations funded and advance infrastructure projects and grant-funded programs the county says serve public safety, corrections and other services.

Jeremy Sino, the county sanitary engineer, told commissioners the water-main project requires a cooperative agreement with the Ohio Water Development Authority; the board moved to authorize that agreement and approved it by roll call. "One resolution for consideration today ... authorizing a cooperative agreement between the county and the Ohio Water Development Authority for the Chipoa and Lake Road water main replacement project," Sino said.

Finance Director Brett Thomas presented 12 resolutions described as largely housekeeping but that included grant acceptances and procurement. Thomas said the county accepted an addendum that increases a community corrections CCA grant by $7,500 to a total of $466,289 and accepted an OCJS violent-crime reduction grant for the sheriff's office of $27,000 for calendar year 2026. He also reported a low bid of Ports Petroleum for 7,100 gallons of unleaded gasoline at about $39.9 per gallon and listed training and other expenses among the package. Commissioners approved the finance package, with the recorded weekly bills amounting to $1,888,868.90.

Human Resources Director Holly Mirin presented three personnel resolutions — two rate increases (one at the county home and one at job and family services), two promotions (sanitary and dog shelter), a probationary removal, and a resignation in maintenance — plus an amendment to the Medina County dog shelter table of organization and a three-year agreement between the sheriff's department and the Fraternal Order of Police. Those resolutions were approved by roll call.

County Administrator Matt Springer asked the board to transfer a former coroner vehicle to the Medina County Dog Shelter for animal transport and to declare four transit buses excess property for public auction; both items were approved.
