Council approves ceremonial day, authorizes PennDOT complaint investigation and hires assistant manager

By voice vote the council designated November 2 of each year as Father Dennis Mooney Day, a ceremonial recognition chosen to coincide with Father Mooney’s birthday. The motion was seconded by Ms. Rodriguez and carried without recorded opposition.
The council also authorized the borough solicitor to investigate stormwater and roadway damage on Mill Street and, "if appropriate," prepare a complaint against the Pennsylvania Department of Transportation. The solicitor explained PennDOT has historically taken the position that municipalities are responsible for stormwater utility pipes under state roads; council members said the solicitor should pursue the matter and report back.
On personnel, the council authorized hiring Peter F. Ray as assistant borough manager effective Aug. 1, 2026. Members praised Ray’s municipal experience and said he will work with the current manager.
Council presented proclamations recognizing Officer Jack O’Donnell, volunteer firefighter Elijah Whitman, Sergeant Brady Faith, and Sergeant Chuck Palmer for life‑saving CPR and AED use in response to a cardiac arrest on Sept. 7, 2025; recipients offered brief remarks of thanks.
