Council says field lights, press box and playground on track; DEP permit delays parking-lot work

The parking-lot portion of the project across from Otter Street requires a permit from the Pennsylvania Department of Environmental Protection, and staff said they plan to submit those permit materials shortly. Council and staff said they are using Co‑Stars–approved contractors where possible to speed procurement.
No change in project scope or funding was approved at the meeting; staff will continue to coordinate permitting, procurement and staging and report back to council as milestones are reached.
