Public works director Luke Benson said staff preferred repairing the worst sections first to increase the chance of reimbursement and to avoid requesting the full overlay up front. The board approved a motion directing staff to prepare bid documents and move forward with solicitations for the targeted repairs; members voted in favor without recorded opposition.
