Staff brings Highway 20 overlay edits; commissioners add parking changes ahead of tonight’s meeting

Planning staff presented proposed text amendments to the Highway 20 overlay at the Aug. 20 work session, walking commissioners through required and encouraged standards designed to implement a prior visual preference survey and to improve design along the corridor.
Planner Ms. Bade said required elements include open space, pedestrian access and connectivity, underground utilities, limits on drive‑through windows on road frontage and screening of restricted uses from the public right of way and adjacent residential properties. For building facades, staff recommended lowering minimum transparency to 25% on Highway 20 (10% on side streets) and prescribing masonry dumpster enclosures and a 2‑story maximum building height for much of the corridor.
Commissioners discussed a practical edit aimed at local behavior: several members requested language to accommodate vehicles towing trailers by providing angled or end‑to‑end slanted parking spaces on larger developments. Ms. Bade said staff would add a ratio or percentage approach to require a small number of trailer‑capable stalls on large sites and would include the edit in the ordinance language for the evening meeting.
The board indicated it was comfortable moving the overlay text to the consent/regular agenda with staff’s edits incorporated.
