Union City council approves $400,000 bridge grant application, paving payments and several local grants

Union City Borough Council on June 25 approved a package of funding and administrative measures, including a resolution to apply for a $400,000 Multimodal Transportation Fund grant to replace the Willow Street bridge.
Councilor Osborn moved and Councilor Kerns seconded the resolution to seek the $400,000 grant; the motion carried unanimously. Council later approved payment of a Cross Paving invoice totaling $104,740.81, authorizing $92,130.00 from Liquid Fuels and $12,610.81 from the borough’s General Fund for the 2024 paving work.
Council also approved applying $15,625 in County Aid toward the Suit-Kote seal coat payment. Streets Supervisor Bob Phillips noted that Cross Paving and Suit-Kote work for the 2024 paving projects is complete and that millings from the project will be ground; Council approved sending a load to Evergreen Cemetery and approved 2–3 loads to the American Legion ballfield to repair its driveway, with Union Township grading the material.
On local grants, Borough Manager Cindy Wells said the borough received an ECGRA Renaissance Grant of $100,000. Council considered six Renaissance grant applications totaling $27,127.65 and approved four projects totaling $17,675, leaving a $750.49 balance; two applications totaling $9,452.65 were carried into the 2024–2025 grant period.
For municipal cash management, Councilor Kerns moved and Councilor Steadman seconded approval to open a PLGIT Checking & Prime account and transfer roughly $140,000 from the Capital Equipment account at Northwest to seek a higher interest rate (PLGIT cited 5.40% as of 6/21/24). The motion carried unanimously.
Other routine actions taken included approving the agenda, accepting the Secretary’s Report, approving the May 28, 2024 meeting minutes, authorizing unpaid bills to be paid, and passing two tax-exoneration resolutions for properties purchased by the Erie County Land Bank at 11 Maple Street and 48 Atlantic Street. Council also authorized posting playground equipment removed from borough parks on Municibid for sale.
All recorded motions in the minutes were carried unanimously by the councilors present; Councilors present were Cross, Joyce, Osborn, Steadman, Uber and Kerns, with Councilor Winkler absent. The meeting adjourned at 7:21 P.M.; the council then met in executive session to discuss personnel and contracts with no action taken.
