Mount Olive board creates assistant town manager, reinstates mayor hours and rescinds prior resolution after closed session

After a roughly 90-minute closed session on personnel matters, the Town of Mount Olive Board of Commissioners took several administrative actions on May 4.
Commissioner Gena Knode moved to add Action Memo 04-57 to create a position of Assistant Town Manager effective immediately; the board approved the motion 5-0. The board recorded that Town Manager Octavius Murphy will promote Administrative Assistant/Town Clerk Sherry Davis to the new position. The personnel action followed the closed-session review authorized under NC GS § 143-318.11(a)(6).
The board also approved a motion to add Action Memo 04-58 to rescind the March 12, 2026 resolution that had curtailed certain mayoral powers. That motion passed 3-2 (Mayor Pro-Tempore Delreese Simmons, Commissioner Vicky Darden and Commissioner Harlie Carmichael voting yes; Commissioner CJ Weaver and Commissioner Gena Knode voting no). Earlier in the meeting the board had also approved reinstating the mayor’s office hours and revoking the March 12 resolution by a similar 3-2 vote (Action Memo 04-56).
Town Manager Octavius Murphy’s written report was attached to the meeting record; the transcript indicates staff will proceed with implementing personnel changes per the board’s direction. The meeting adjourned by unanimous consent after the post-closed-session actions.
