The Planning and Zoning Commission voted to recommend approval of PZC2606, a petition to rezone 279 North State Street (PIN 0122303) from B1 (central business) to R2 (single-family residential).
Staff told commissioners the parcel is a legal nonconforming single-family structure whose residential use ceased for at least six months, which triggers current zoning compliance requirements. Staff said the building is not configured for commercial use without substantial upgrades and noted the site lacks off-street parking; for those reasons staff recommended the rezoning back to R2.
Petitioner Scott Dolly told the commission he is handling the estate’s property and had marketed the house as residential earlier in the year but discovered it was listed under a business zoning, which he said hindered resale. Dolly described the house as built in 1956, with no off-street parking and accessibility limitations, and said he wants the property rezoned to facilitate a residential sale.
Neighbor Jim Ricowski, who identified his property at 303 State Street, asked whether the rezoning would affect his adjoining parcel; staff replied the decision would apply only to Dolly’s parcel and would not change Ricowski’s zoning status.
A commissioner moved to adopt staff’s findings of fact and recommend approval of PZC2606; the motion was seconded. During roll call Commissioners Dhai, McBride and Agra recorded "Yes." The chair recorded that the motion passed (transcript: "Motion passes 40"). Staff advised the commission’s recommendation will go to the village board for a final vote on June 18 at the time noted in the meeting packet.
