Seminole council adopts FY 2026–27 budget after tense debate over raises, AI spending and vehicles

Seminole’s City Council adopted the fiscal year 2026–27 consolidated budget on a roll-call vote after a lengthy public hearing and council discussion about priorities and personnel compensation.

City Manager Steve Jackson presented the budget, describing total appropriations, projected general-fund and utility surpluses, and capital priorities including airport terminal work, a new water tower allocation and matching funds for grant-funded projects. Jackson told the council the document was developed under the city charter and the Oklahoma Municipal Budget Act and said the city remains in “fantastic shape.”

The hearing produced extended exchanges about employee pay, fleet replacement, and a $100,000 line described as an “AI ramp up.” Several council members pushed to prioritize employee compensation over new vehicles and technology spending; others defended capital needs, grant-driven matches and the need to invest in software and systems. Council members discussed making some raises one-time longevity bonuses rather than permanent salary increases.

After discussion the council agreed to an amendment to the AI/software line: reduce the item to $50,000 and direct $25,000 toward longevity/one-time raises and $25,000 to beautification. A motion to adopt Resolution 2026-05 with that amendment passed on roll call: Trace Connor Yes; Dana Miller Yes; Larry Church No; Scott Rossman Yes; Chris Anson Yes; Jolene Det Yes; Jeff Nance Yes.

City staff and council members said the budget remains subject to the usual year-long monitoring and to required benchmarks before particular disbursements occur. Jackson reminded the body the budget can be revisited before the statutory deadline if the council wishes to further modify the plan.
