DDAP funds released; jail MAT and community opioid programs continue in Forest and Warren counties

At the June 2 ATOD/MH/DD/CYS advisory meeting, staff reported receipt of DDAP funds enabling provider payments and said Opioid Settlement money will continue to support MAT in the county jail and community recovery programs; staff also described other program activity and local service gaps.
At the June 2, 2026 ATOD/MH/DD/CYS Advisory Board meeting, staff reported the Single County Authority received DDAP funding that will allow prompt payment to contracted providers. Melissa Baxter, SCA Director, presented program data and funding updates.
Baxter said there were 20 Level of Care assessments in March (19 in Warren County and 1 in Forest County). Of those assessments, staff recommended no treatment for seven individuals, outpatient care for five, intensive outpatient for two, inpatient care for five and one detox placement. Baxter also reported that Beacon Light has a waitlist for privately insured consumers and that SAP has experienced difficulties referring some patients with certain insurances, citing Tricare as an example.
Staff confirmed Opioid Settlement funds remain in use for medication‑assisted treatment (MAT) in the county jail and to support the Family Services Recovery Center and the Your Life Matters program at the YMCA. Baxter said approval was given for a Lead program and first‑responder training and that Youngsville Police have requested $2,000 to purchase an AED and patches. The Drug and Alcohol program continues to distribute naloxone to anyone who requests it without questions.
Staff completed provider monitoring and submitted parts 1 and 2 of the Treatment Needs Assessment to DDAP; Baxter said the next step is to hold community conversations about the assessment findings. Contracts for the next fiscal year are being finalized and will be brought to the Governing Board for action.
The minutes also note Riverside Counseling has begun offering onsite counseling at Youngsville and Eisenhower schools and that a new female group for depression and anxiety is operating in the jail. No formal votes on these items were recorded at the meeting because there was no quorum.
