EDA director outlines strategy; board approves quarterly funding after debate over Woodlon park returns

JJ Harris, newly installed president and CEO of the Walton County Economic Development Alliance (EDA), outlined the EDA’s strategic priorities, target industries (aerospace, defense, medical device manufacturing, agriculture and tourism), and efforts to align workforce and education. Harris summarized recent reimbursements to the county tied to defense‑industry grant projects and said the EDA is seeking the three‑quarter payment on an agreed annual allocation to support staffing, site readiness (Woodlon) and geotechnical work.
Commissioners pressed Harris on progress at Woodlon Industrial Park: the county loaned the EDA $2.3 million in 2019 and $663,000 has been repaid; principal outstanding is about $1.6 million. Commissioners asked what has been done to market and serve the land, whether wetlands or other constraints reduce developable acreage and what steps the EDA will take to accelerate sales and infrastructure improvements. Harris said developable acreage estimates vary (40–79 acres depending on layout), committed to geotechnical, signage and marketing work and said the EDA would prioritize repaying the county from future sales.
After discussion the board approved the EDA’s quarterly report and funding request for the first three quarters (motion; recorded vote 4–1 with Commissioner Curry dissenting). Commissioners asked for more regular updates and clearer accounting of how EDA dollars will be used to move properties to sale and create jobs.
