The McDowell County Board of Education on June 8 approved a three‑year contract with IXL Learning to provide mathematics instruction and intervention for kindergarten through grade 8 at a selected enrollment level of 3,600 students.
Crystal Hamby presented the request and described the program as a standards‑aligned, data‑driven platform to support personalized learning and progress monitoring. She said the three‑year contract would total $153,100; the proposal allocates $84,050 in year one and $34,525 in each of years two and three, a structure intended to spread costs across fiscal years. Hamby told the board the funding source is the district’s textbook funds, which the district uses for online instructional resources.
The curriculum committee moved approval; the board recorded a motion by Mr. Subtles with a second by Mr. Schuford and approved the purchase by unanimous voice vote. Board discussion noted that the state is considering adoption of a universal math screener, and the district’s purchase could position schools ahead of any state procurement or future requirements; the meeting did not commit the state to any funding.
The meeting also carried routine business: the board approved a retirement resolution honoring dozens of retirees, approved the consent agenda, and authorized certified and non‑certified personnel actions, all by unanimous votes recorded at the meeting.
Votes at a glance • Motion to allow public comment from Dr. John Owens — motion by Mr. Abernathy, second Mr. Schuford; unanimous (9‑0). • Retirement resolution — motion by Mr. Barkstdale, second Mr. Allison; unanimous approval. • IXL contract (K–8 math) — motion by Mr. Subtles, second Mr. Schuford; unanimous approval. • Consent agenda approval — motion by Mr. Subtles, second Mr. Schuford; unanimous approval. • Certified and non‑certified personnel actions — motion by Mr. Schuford, second Mr. Barkstdale; unanimous approval.
Next steps: the IXL contract will be executed under the three‑year terms presented and paid from textbook funds; the district will proceed with implementation planning and staff training as scheduled.
