Seward council enacts ordinance on council packet rules, approves $280,042 sewer upgrade and clerk contract amendment

The Seward City Council voted unanimously June 8 to enact Ordinance 2026-005, which adds definitions for "lay downs" and proclamations to the council-packet section of city code and updates the decorum language on council-chamber signage.
"I thought that would clear things up a little bit," the city clerk said while summarizing the ordinance and the signage changes the measure formalizes. The public hearing drew no speakers and the ordinance passed with recorded "yes" votes from Barnwell, Draper, Calhoun, Oena, Craig and Mayor Mccclure.
In new business the council approved Resolution 2026-054, authorizing the city manager to upgrade a sewer line in the South Harbor Uplands and appropriating $280,042 for the work. Deputy City Manager Jason told the council crews discovered an undersized two-inch sewer line serving restroom facilities; the line froze repeatedly this year and requires replacement to serve the project properly. Jason said the project covers about 700 feet and will be funded through CPV funds to avoid a budget shortfall.
The council also approved Resolution 2026-055, described by the city clerk as amendment number three to the clerk's employment agreement following the annual evaluation conducted in executive session. The clerk told the council the amendment reflected that review; council members voted to approve the amendment.
On the consent agenda the council approved May 26 minutes and the appointment of Sue Ward to the Historic Preservation Commission for a three-year term.
The council conducted all three roll-call votes without recorded dissent and without further amendment; the items will move into implementation by the appropriate city departments.
