The Tuscaloosa City Council on Thursday approved zoning amendment number 37 and related items to advance a rezoning and annexation package for property near Gaineswood subdivision at 4178 Rice Mine Road Northeast in Council District 3.
Councilor (Mister) Pond introduced three separate requests from applicant Todd Palmer: to rezone about 2.5 acres from general commercial (GC) to multifamily residential (MFR); to annex and rezone about 1.1 acres from single‑family residential (SFR‑1) to MFR; and to annex and rezone 0.04 acres from SFR‑1 to GC. The applicant representative, Chris Crawford of TTL, walked the council through site plans and elevations and said the proposal would create two one‑acre commercial lots fronting Rice Mine Road and three three‑story apartment buildings behind them, totaling 54 units.
Chris Crawford told the council that the proposal conforms to the city’s future land use framework and that the planning and zoning commission recommended approval of all three requests. “I think Zach did a great job covering that,” Crawford said, and offered to answer questions from council members.
Councilors moved and seconded the rezoning items in sequence. Zoning amendment number 37 (part of the package) was discussed and approved; the clerk announced that the motion carried. Related amendments (zoning amendment numbers 38 and 39) also passed during the session.
The approvals clear the way for the applicant to proceed with planning and permitting steps, including site plan development and any required building permits. Opponents were not recorded during the public hearing for these items; the council set a later public‑hearing date on related adoption items where applicable.
The council’s action advances housing‑oriented redevelopment on Rice Mine Road while reserving commercial frontage for two lots intended to serve the corridor.
