Council approves final plat and development agreement for Shores of Marsh Lake (second edition)

The Victoria City Council on June 8 adopted a final plat and approved a development agreement for the Shores of Marsh Lake, second edition, clearing the way for five new single‑family residences and associated infrastructure with conditions.

City Planner Brian McCann told the council the submittal covers five newly platted single‑family lots (with one lot adjusted from the first edition), three outlots for stormwater/wetlands/preservation and a future right‑of‑way for County Road 43, street and boulevard tree requirements, and an emergency access connection sized per the fire chief’s direction. McCann said the proposal meets the city’s tree‑preservation and street‑parking standards and exceeds minimum open‑space requirements.

McCann advised the council of two atypical conditions staff included in the resolution: the city requires Metropolitan Council approval for the comprehensive‑plan amendment (the property had been listed in a later development decade) and written approval from Carver County for the proposed emergency access. He also noted a park‑dedication calculation of roughly $24,500 for five new units, with a fee‑in‑lieu anticipated because the neighborhood already contains private park amenity.

Council moved and approved the final plat resolution and separately approved the development agreement between the City of Victoria and Charles Cud Company. McCann noted that the final plat cannot be fully issued until the Metropolitan Council and Carver County conditions are satisfied.

The council vote carried by voice; staff will secure the required intergovernmental approvals and return for final execution and recording once conditions are met.
