Niskayuna board approves seasonal hires, paves roads and sets utility-rate hearing

The meeting opened with roll call and the Pledge of Allegiance before the board took up corrections to prior meeting resolutions. The clerk read resolution 2026-153, to hire playground camp employees and independent contractors in the town’s Office of Community Programs; after a second the board voted three in favor and one abstention. Supervisor Cassidy Dorian abstained, citing a conflict: she said her daughters are on the resolution.
The board next approved resolution 2026-154, to hire pool staff in the Office of Community Programs. Council member Blowski again registered an abstention, stating, “My daughter's on the resolution.” The measure passed with three yes votes and one abstention.
A resolution labeled in the transcript as 2026-155 authorized paving repairs on Clifton Park Road, Lynwood Drive and Ruffner Road. During a short exchange a board participant summarized that the work will include water-main repairs and storm-sewer/drainage work and will be put out to bid. The board voted unanimously to approve the paving repairs.
The board also approved a separate resolution (the transcript records the number again as 2026-155) calling for a public hearing on proposed utility rates to take effect July 1. A board member reminded colleagues that material changes cannot be made after the public hearing and that the board needs the rates to be effective on July 1; the board voted unanimously to call the hearing and to consider the vote at the same meeting as the hearing to meet the timing requirement.
Before adjourning to executive session, the presiding official moved to enter executive session pursuant to the public officers law for discussion of personnel/human-resources matters and ongoing litigation. The board said it would not take up any further town business after that session. The meeting concluded with brief closing remarks and the board entering executive session.
