Council authorizes Pro Housing designation application to boost state grant competitiveness

The City of San Diego will submit an application to the California Department of Housing and Community Development seeking a Pro Housing Designation, the council unanimously approved on June 8.
Senior planner Melissa Garcia presented the program’s incentives — preferential scoring and additional points on several state and regional competitive housing and infrastructure grants — and explained eligibility requirements, including a certified housing element. Garcia said the City’s draft application currently totals 67 points, well above the 30‑point threshold. The application asks the mayor (or designee) to execute required documents and to confirm the city’s compliance with relevant state law and fair‑housing commitments.
Councilmembers voiced support, noting that the designation helps competitive grant applications such as the Affordable Housing and Sustainable Communities Grant and other state programs. Members of the public including neighborhood advocates and housing supporters offered comments urging the City to use any resulting funding equitably.
The council voted 9–0 to authorize application submission and to direct staff to consider public input in finalizing the materials sent to HCD.
