Outgoing Rowlett council members honored as new members take office

The Rowlett City Council used its May 13 meeting to honor three outgoing members and to feature remarks urging thoughtful public service.
During citizens input, Deborah Shinder (speaker 3), who identified herself as a Rowlett property owner residing in Heath, told the council: "I want to assure you there is life after the city council," and urged members to remember the long-term impacts of their decisions. The mayor thanked public speakers and moved into formal recognitions.
Council and guests presented plaques and certificates to outgoing Councilmembers Jonathan Reeves, Alisa Bowers and Mayor Pro Tem Michael Shoop. The mayor praised Reeves’ service since December 2023, noting his work with the animal shelter advisory board and collaborative approach. Reeves responded briefly, thanking residents and colleagues.
State Representative Retta Andrews Bowers (speaker 7) presented a certificate recognizing Reeves’ leadership and encouraged the new council to seek common ground. Outgoing Councilmember Alisa Bowers (speaker 8) urged incoming members to "endure" complexity, sit with competing interests and treat public participants with respect: "The public is not an interruption. They are the reason we are here." Mayor Pro Tem Michael Shoop (speaker 10) was recognized for his advocacy for parks, the golf course and the Lonnie Cornwell Memorial Nature Trail and offered farewell remarks of gratitude to staff and family.
The council then paused for a group photo and moved to swear in the newly elected members. A reception followed, and the meeting adjourned at 6:43 p.m.
