Rowlett business owner says Miller Road resurfacing plan was changed without adequate notice

Dave Hall, who owns property on Miller Road, told the council at the May 14 meeting that the city’s Miller Road resurfacing plan was altered in ways that removed an in-house concrete phase in front of his property and left blacktop instead.
Hall presented exhibits he said show three phases of the planned Miller Road concrete project and an engineered sealed report indicating the in-house plan had been dropped for the stretch in front of his store. "Exhibit 1 shows the 3 phases of the Miller Road resurfacing project as planned by an old in house staff," he said, and asked council members to perform a site visit to see what he described as a lost phase 2 concrete project.
He alleged inaccurate staff reports and questioned the interim city manager’s analysis of the project, calling for greater transparency in capital project budgeting and more accurate staff communications to the council and BNZ. The council did not announce any immediate remedial action on Miller Road during the May 14 open session.
Hall’s remarks focused on project planning and communication rather than a specific formal appeal or legal claim. Remedies available to him and other stakeholders include requesting formal project records, asking for a staff briefing or site visit, or pursuing capital-project items at a future council or BNZ meeting.
