The proposed system captures and oxidizes odor compounds within the lift‑station headspace before they are released into the atmosphere; staff said the city has tested similar systems in other area jurisdictions.
Manal (staff) told council the city has an available budget of a little over $317,000 and the proposed amount for this program is $140,000. Gary, interim director of public works, said the city visited sites using the product and that case studies indicate the system has been successful.
Council member Holston moved to adopt the resolution authorizing purchase and installation of the biological and vapor‑phase odor control program from Inpipe Technology Company, Inc., as a sole‑source vendor, for a total price not to exceed $140,000; the motion was seconded by John Bowers and carried unanimously, 7–0. The resolution authorizes the city manager or designee to execute necessary documents to effectuate the purchase.
