Public commenter urges Rowlett to adopt new park-evaluation system and address waterfront upkeep

During citizen input on June 2, Dave Hall urged the council to change how parks are evaluated and said Rowlett’s waterfront parks are deteriorating.
Dave Hall said the Park Advisory Board (PAB) had proposed an evaluation the PAB has used repeatedly and that it provides little useful information for capital budgeting. He urged the council to direct the PAB to discontinue the current evaluation project and instead adopt a system used by Carrollton and recommended by the North Texas Council of Governments, which Hall said involves residents, staff and council and shows which parks most need maintenance.
“Your waterfront parks are dumps and becoming junkyards,” Hall told the council, arguing that waterfront assets are not being managed to benefit residents’ quality of life and economic well-being. He asked the council to have the PAB deliver evaluation results before the next budget cycle.
Council did not take formal action during the citizen input period. Hall’s recommendation, if accepted by council, would be procedural direction to staff and the PAB ahead of the next capital-improvement prioritization process.
What happens next: Hall asked the council to redirect the PAB’s work and provide evaluative results in time for the upcoming budget process.
