Rowlett residents urge council to address creek hazards, long-running code case and alleged permit problems

He said some neighbors have cleared small branches to the curb but large dead trees and branch piles remain.
Denise El Juhi asked council to place a multi‑year code file for 6602 Warwick Drive on the next formal business agenda and to direct the city attorney to repeal ordinance “10 25” to allow earlier removal of an unlawful structure. She pointed council members to prior work‑session and Board of Adjustment videos as public records showing the history of the case and asked new members to review those recordings.
Hassan El Juhi described structural damage to his home that he attributes to a neighboring building he says lacked proper permits. “My foundation is collapsing,” he told the council, and he urged officials to review permit paperwork and take corrective action.
Mayor said the council has the letter and photos submitted by residents and reminded the audience that no Council action occurs during citizen input. The speakers asked the council to schedule the code case for formal consideration; no formal action on the code file was taken during the June 2 meeting.
The public comments flagged three distinct issues for follow up: (1) creek and drainage maintenance where city staff have limited authority; (2) a specific code-enforcement file at 6602 Warwick Drive and a request to revisit ordinance 10 25; and (3) alleged permit irregularities and property damage reported by a homeowner.
