The Aiken City Planning Commission voted unanimously to forward multiple annexation and rezoning applications to the Aiken City Council after public presentation and discussion.
The commission approved sending application 26-2024, an annexation request for Maddie and Brandy Bees (current zoning RC; proposed city zoning RS10), to council with the written conclusions of law and no conditions. Commissioner Clarkson moved to forward the item and a second was recorded; the motion carried by voice/hand vote.
The commission also forwarded application 26-2025, an annexation and rezoning application for property associated with Nia Huggin and the Huggin Living Trust (current zoning RU development; proposed city zoning General Business). Burton Fine of Cranston Engineering, representing the applicant, explained the request is tied to a neighboring parcel and ongoing negotiations with the South Carolina Department of Transportation to acquire the Bluebird Lane right-of-way so the parcels can be combined and marketed for commercial development. "This request is to annex this property into city limits with the general business zoning," Burton Fine said during his presentation. Commissioners moved and seconded to send the application to council; the motion carried.
On a separate request, B52 LLC’s application 26-60011 to rezone a parcel on Rud Mason Parkway from RS10 to General Business was forwarded to council. Staff said the parcel is part of a larger site previously considered for multifamily use; the applicant intends to combine parcels and market them for commercial use. Commissioner Carman, who represents the area, thanked the applicant for proposing development. "It's greatly appreciated," Carman said.
The commission reviewed applications 26-0026 (annexation) and 26-23003 (concept plan) submitted by Mabber Enterprise and recommended both be sent to council with conditions attached to the concept plan. The commission listed six conditions for concept-plan approval: (1) extension of water and sanitary sewer services contingent on availability and civil review; (2) any freestanding signage must be monument-style and comply with Whiskey Road Corridor standards; (3) building exteriors be repainted in an earth-toned palette approved by the planning director (no neon or bright colors); (4) driveway entrance on Mura Avenue be upgraded and compliant with zoning—an SC DOT encroachment permit will be required for driveway changes; (5) a revised concept plan reflecting council-required changes be submitted within 180 days; and (6) the applicant must sign an agreement documenting the conditions within 180 days.
Several motions were made and seconded from the dais and carried by unanimous vote or raised-hand agreement; where recorded, motions cited forwarding the applications to city council for approval with the planning commission’s conclusions of law and with no additional conditions unless specified. No formal roll-call tallies with member-by-member votes were recorded in the transcript.
The commission did not finalize any zoning text changes at this meeting; it forwarded the land-use applications to the council for final action. The council will receive the planning commission’s recommendations and the concept-plan conditions for consideration at a future city council meeting.
