On Item 4C, Michael King of Community Development presented proposed text amendments to Section 77‑5‑10 (exterior lighting), including a residential standard of 0.25 foot‑candles at the property line and requirements for shielded, angled fixtures. No public comments were received; after a brief motion referencing work‑session edits the commission recommended approval to City Council, 6–1.
On Item 4D, staff proposed amending Section 77‑5‑04 and repealing duplicate Article 2 §98 to streamline tree removal permitting and to make Planning & Zoning the final approval body for many tree removal permits while reserving City Council action when mitigation or fee waivers are requested. Commissioners asked about retroactive removals and enforcement; the commission voted 6–1 to forward the recommended amendment to City Council.
The meeting closed with commissioners asking staff to schedule additional discussion of North Shore zoning at a future work session.
