Staff told the committee that initial bids for the Certified Local Government survey exceeded the state grant amount. After working with the state, staff said the grant was increased to roughly $33,000 and two bidders were reviewed; staff and a colleague recommended ELOS Environmental LLC of Hammond, Louisiana, and proposed a contract cap of $25,000 to accommodate change orders, with roughly $8,000 identified for training per state direction.
The committee carried a motion to forward the recommendation to council. Staff said the vendor reduced its initial proposal to fit the grant scope and emphasized that the contract cap would allow for incidental changes without additional approvals.
