The Planning and Zoning Commission on April 14 voted to recommend City Council approve a planned development zoning for a 1.8‑acre site at 2345 Puka Road to allow 12 single‑family homes, approving a staff amendment to increase minimum living area to 1,500 square feet.
Senior Planner Michael King (S3) said the proposal converts a long‑vacant commercial parcel to residential consistent with the future land use plan. The applicant revised an earlier, denser proposal and reduced lots from 17 to 12, raising average lot size to roughly 6,600 square feet; the project would offer front‑entry garages and, as requested by staff and neighbors, a landscape plan that preserves existing trees where feasible.
Applicant representatives explained design tradeoffs: because the property came in as commercial, the project needs enough density to be financially viable; reducing all lots to Spinnaker Point‑scale sizes would remove at least three lots. The applicant agreed on the record to raise the minimum living area from 1,350 to 1,500 square feet and to submit written confirmation of that change for Exhibit D.
During public comment, Leonard Peoples (S11) expressed concerns about a storm sewer and whether easements or existing infrastructure were properly reflected in the plan; the record includes staff comment that construction must remain inside property lines and that easements will be respected.
Commissioner Blades moved to approve staff’s recommendation, and Commissioner Pollard secured the applicant’s agreement to amend Exhibit D to a 1,500 sq ft minimum living area; the motion passed 6–1. The recommendation will be forwarded to City Council for final action.
