Staff said the approach could be phased into the FY27 budget process and that the city would return with implementation details.
Council also heard a separate staff request to seed a citizen-led Founders Day committee with supplemental funding ahead of Rowlett's 75th anniversary celebration in September 2026; that request will be considered as part of the FY27 budget process.
