Miranda Conchie, who identified herself as founder and president of Sensory Temp House, asked the Rowlett City Council on May 4 to consider a memorandum of understanding to integrate her nonprofit's mobile sensory unit into the city's event planning.
"I am Miranda Conchie. I am the founder and president of Sensory Temp House, and we are a local RELA 5 0 1 c 3 nonprofit," Conchie said, describing a 36‑foot RV purchased with prior grant funds that the nonprofit plans to deploy to city events. She said the RV will be available for July 4 and other family events once operational.
Conchie outlined a funding request of "approximately another 30,000, with a 12,000 annual, repeating funding after that," and offered phased options if the full amount is not approved. She said volunteers will be background-checked, the vehicle is inspected and insured, parents must accompany children, and the unit typically hosts two families at a time for short stays to decompress.
Council members and staff discussed liability and branding: staff advised language such as "supported in part by" rather than "sponsored by" to avoid implying city sponsorship, and members said an MOU could include reporting metrics and an annual review. Council indicated consensus to carry the proposal into the FY27 budget process for further drafting of MOU terms and possible funding agreement language.
No funding was approved at the work session; staff and council asked that an MOU and a possible funding agreement be drafted for consideration during the upcoming budget cycle.
