Council selects downtown logo and greenlights DART‑funding application for wayfinding and pavilion design

Planning staff reviewed the downtown strategic plan (adopted 2024), branding options and a multi‑phase plan to improve connectivity, wayfinding and public space. Staff said the city has roughly $4,700,000 in GMP funding over six years available for design and improvements consistent with the plan, and identified a separate $4,500,000 DART grant balance that could support a mixed‑use pavilion.
“Phase 1 focuses on core safety improvements, wayfinding design, parking and a pavilion planning fund,” Manal said, and stressed the Phase 1 GMP application is due at the end of June. Staff proposed a multi‑phase approach: Phase 1 (design and targeted safety/wayfinding improvements), Phase 2 (gateways and expanded access) and Phase 3 (multimodal trail connections).
Council also discussed pavilion design and operations: a multiuse structure roughly described in the meeting as about 100 by 160 feet that could host markets, events and potentially provide power and restrooms to reduce reliance on generators and trailers. Concerns included restroom maintenance, security and homeless‑camping issues; council members asked staff to incorporate security, electrical, Wi‑Fi and maintenance planning into final designs.
The council chose logo option 3 by consensus. Staff said they would proceed with the DART GMP application and aim to present initial pavilion designs in July; if DART does not move quickly staff will bring design work in‑house and seek a city architect to accelerate the schedule.
Next steps: finalize logo and wayfinding direction, submit GMP application before end‑of‑June deadline, return to council with design options in July, and address security/maintenance details as part of the scope.
