County staff also recommended and the board approved appropriation of insurance proceeds and state grant awards: $22,811 in insurance funds received for repair of the Randolph Communications tower (E‑911 fund); $2,273.23 from two FY26 PSAP grants to reimburse PSAP education and GIS expenditures; and $4,833.27 from the Virginia Department of Forestry to buy equipment for volunteer fire stations. The board approved a separate $10,716 appropriation for a Virginia Fire Services Board mini‑grant to buy particulate‑blocking hoods for volunteer departments.
"We look pretty good, actually," finance staff (addressed as Mr. Craig) told the board when presenting the final budget report for May and describing grant receipts. Board votes on each appropriation were taken by roll call and recorded as carried.
The board also moved routinely through the consent agenda (approval of bills and multiple sets of minutes). Several supervisors clarified prior votes and procedural points during the consent discussion, including a member who explained a prior "no" vote on a substitute motion related to a proposed Second Amendment resolution was based on how Robert's Rules affects substitute motions, not opposition to the resolution's substance.
