Agency previews new grant portal to replace paper applications; staff say it improves access and monitoring

Bill Hinkley, manager for energy and environment, said the system includes a public-facing portal where users can browse open funding opportunities without a password, create an account to save drafts, view program links, and track application status. "You will not need a password to view open programs," Hinkley explained while showing screenshots of the public portal.
Hinkley described functions for awardees and program managers: an applicant dashboard, a budgeting page to track award balances in real time, document storage for up to seven years, and an online contract-signing feature so program staff and awardees can complete required signatures electronically.
Staff explained account types: the system is designed primarily for organizational accounts (applicants should register as an organization) and offers a way for applicants to assign consultant or advisor access. Profile verification was described as a 24-hour process; staff said support will be available by email, phone, and messaging channels.
Participants asked whether the portal will meet accessibility requirements (screen-reader compatibility and zoom functions) and support multiple languages. Staff said the portal has accessibility features (for example, zoom to 45%) and will provide outputs in multiple languages and downloadable PDFs to assist non-English speakers.
Staff emphasized that the portal will allow users to save draft applications and download draft copies, addressing a common complaint about the prior system. Several participants said the new functionality would be a significant improvement over paper-based workflows.
No vote or adoption of the portal occurred; the presentation was informational. Staff invited applicants to test the portal and to contact technical support for access questions or for help with accessibility and language needs.
